EFSP Phase 38

Phase 38, year 2020-2021, Emergency Food and Shelter Program (EFSP) funding has been announced. The total amount for our jurisdiction is $61,165. EFSP Advisory Board working with the United Way Tar River Region, acting as the administrative facilitator, will oversee the distribution of these funds for Nash and Edgecombe Counties.

Prior to completing the application, please review the Quick Reference Guides and Eligible & Ineligible Expenditures. All funded Local Recipient Organizations (LROs) will be required to submit reports to the Local Board Contact every 3 months.

Be nonprofit or an agency of government

Funding request is for a fully operational program (applications for new programs will not be accepted)

Not be debarred or suspended from receiving Federal funding

Have a checking account and sign up for EFT (cash payments are not allowed)

Has an organized accounting system

Guideline 6 *

Have a Federal Employer Identification Number (FEIN)

Have a Data Universal Number System (DUNS)

In compliance with the USA Patriot Act and other counterterrorism laws, I hereby certify that all EFSP funds will be used in compliance with all applicable anti-terrorist financing and asset control laws, statutes and executive orders.

Agrees to expend monies only on EFSP eligible costs

Guideline 10 *

Have a valid email address for program communication and electronic signature processes

Guideline 11 *

Conduct annual audit, if expending $750,000 or more in Federal funds, in compliance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards at 2 CFR 200 of the Office of Management and Budget (Uniform Guidance)

If you are required to complete an audit, you received an unqualified or unmodified opinion.

Guideline 13 *

Be providing services and using its other resources in the area in which they are seeking funding

Guideline 14 *

Practice nondiscrimination (those agencies with a religious affiliation wishing to participate in the program must not refuse services to an applicant based on religion or require attendance at religious services as a condition of assistance, nor will such groups engage in any religious proselytizing in any program receiving EFSP funds

Have a voluntary board if private, not-for-profit

To the extent practicable, involve homeless individuals and families, through employment, volunteer programs, etc., in providing emergency food and shelter services

Equipment requests must be greater than $300.00
